The clock change dates back to the First World War. Daylight savings time was introduced to conserve coal in World War I. It was abolished when the war ended, but returned during the 1980s when the need to save returned, driven by the global oil crisis.
Many people hate the time change when daylight savings time starts in March. Frustrations with the clock changes led the European Parliament to draft a law to permanently abolish clock changes in the European Union in 2016. The law came after a poll of 4.6 million EU citizens showed strong support for its abolition.
The removal of the clock change was originally planned for 2021, but it did not happen. In 2020 and 2021, Europe, like the rest of the world, was busy dealing with the health and economic effects of Covid-19. Negotiations have not yet started in the European Council on the clock change and this has been postponed until 2023.
Forcing all member states to implement the same time would be complicated, as some would receive less light than others. So the European Commission, charged with the execution of the decision by the Parliament, has asked the countries to line up with their neighbors. But even that would be complicated.
Therefore according to the current EU law, the time this year is changed on October 30 at 3:00 am.
