An Albanian was arrested by the Greek police. It is reported that Ylli Vangjelaj, 48 years old from Vlora, was wanted by the Italian authorities for a murder that occurred in 1999. Vangjelaj was arrested in Ioannina after a request from the "SIRENE" department of Italy for the criminal offense of "murder-serious injury" ” with which he was sentenced by the Court of Appeal of Bologna to 22 years and 8 months in prison on 22.06.2011 and which received a final decision on 23.10.2012.

Ylli Vangjelaj was also   arrested in Albania in July 2018, wanted by the Italian authorities for the murder of the 20-year-old Ecuadorian sex worker Betty Ramirez, on December 9, 1999. As reported, the Italian decision on his prison sentence was also recognized by the Court of Vlora, which had initially sentenced him to 23 years in prison and then to only 12 years in prison.

However, it is not yet known how the 48-year-old Albanian ended up free. But according to the Greek police, the order for his arrest was issued by the Italian authorities again in 2021. Meanwhile, during the arrest in Albania, it was said that he had two identities, Ylli and Fatmir Vangjelaj, while the Greek police stated that they arrested him under the identity of Ylli Vangjelaj and that he was the holder of an Albanian passport with this name issued on 19.10.2023.

The murder of Betty Ramirez

Betty Yadira Ponce Ramirez was raped, tortured, killed and buried on December 9, 1999. She was kidnapped by three people on the evening of December 9, 1999 in front of the Esso gas station in Caorsana and then killed on the banks of the Po in Mortizza. Three Albanians, Ylli alias Fatmir Vangjelaj, Robert Ziu and Erjon Sejdiraj tried to drown him but without success and then put his head under water until he drowned. The most ruthless of the three, Erjon Sejdiraj, known as "Cico", while the young woman screamed in despair, called her sister-in-law informing her of what she was doing. The young woman's body was found on February 20, 2000. The crime, which occurred in the context of prostitution, was intended to be a test of the strength of the three Albanians to the detriment of the gang that dominated at that time in Piacenza. By kidnapping Betty Ramirez and demanding a ransom from the young girl's "owners," they could prove their worth. The brutal murder greatly disturbed the public opinion because of the ruthlessness of the killers and above all because of the criminal depth and the context of the struggle for supremacy between gangs of prostitutes.

ARRESTS

Robert Ziu was caught in the USA in 2006 (also sentenced to 23 years in prison) and Erjon Sejdiraj, who was the real leader of the gang, was arrested in Belgium, a country where he was accused of fraud and forgery of documents, as a convict in absence with life imprisonment for murder in Italy.

Ylli alias Fatmir Vangjelaj immediately fled to Albania after the murder, where he had changed his identity. It had received the baptismal name of the older brother and the birthday of the younger sister. Becoming a different person, he returned to Italy where he stayed in Chieti where he married and had a daughter, but he never gave her his last name. The investigations of the Italian authorities did not stop even after almost 20 years, insisting to the Albanian counterparts to find the real identity of the murderer of the prostitute. Albanian police detained his brother believing he had arrested the murderer, but when his fingerprints were compared he was released on bail. In these moments, Ylli or Fatmir Vangjelaj realized that the circle was tightening and decided to return to Albania after learning of the arrest of Robert Ziu. As soon as he returned to Albania, he changed his identity again. He started working as a bricklayer living a shadowy life. But the Italian authorities had meanwhile put him under surveillance.

In a phone call with his wife, who was in Italy, she asked him: "What did you do in Piacenza?". He never told him what had happened on December 9, 1999, but the Italian investigators were keeping an eye on his wife and daughter who often returned to Albania. On July 12, 2018, a joint operation was organized and Vangjelaj was arrested at his home without putting up any resistance. It is not known how he ended up free again.
