The Special Court leaves Dako in prison and changes the security measures for 2 of the accused officials, the former mayor denies the charges and blames his subordinates

The Special Court for Corruption and Organized Crime left the former mayor of Durres, Vangjush Dako, in prison, accused of abuse of office related to the construction of a palace and promenade in Durres. Although Dako asked for a change in security measure by accepting any possible alternative security measure: mandatory appearance, house arrest or property guarantee, the trial body did not find Dako's proposal reasonable. The construction businessman Fiqiri Farruku was left in prison with him. On the other hand, the security measure was changed for 2 others: Firzilet Hajdëri and Adrian Bulku (from "prison arrest" to "house arrest). Adhurim Qehajaj, Ermal Lama and Fatmir Ejupi are still on the run. In his speech in the GJKKO hall, Dako assigned the responsibility of public procurement for the tender of the promenade from Brryli to Currilat to his subordinates. while for the 11-story building damaged by the 2019 earthquake, he said that he did not remember it specifically as a case. By order of SPAK, Dako and 6 others were arrested for various criminal offences. In the evening, the media learned that Dako will be in custody with the former Minister of Environment, Lefter Koka and the former General Secretary of this ministry, Alqi Blako, who are being tried for the 2 incinerators of Fier and Elbasan.

In the case of the promenade tender, Dako claimed that he had no knowledge and that everything was in the hands of the specialists who carried out the procurement procedure. Dako insisted that he has never violated the prosecution procedure for this tender. Regarding the 11-story building, Dako said that he did not know how many floors the building has. During the court session, the former mayor of Durrës appeared nervous and accused the prosecutors and judges of the case of deliberately attacking him. In the hall, Dako also used insulting words against the American ambassador, Yuri Kim. "I'm not afraid of justice. I'm clean, you're hitting me on purpose," said Dako.

SPAK's investigations into the 11-story building, the seismological study was avoided

For the first case investigated by SPAK, the construction of the building in neighborhood no. 5 of Durrës started in 2010. The first application was for 7 floors. The permit was granted later in 2011, and in 2012, construction was completed. The violation lies in the fact that, unlike the preliminary permit for 7 floors, the building came out with 11 floors. SPAK concluded that the construction started earlier than obtaining the permit, to avoid the seismological survey. In the file, it is mentioned that the start of the works was controlled by an unlicensed supervisor, at the age of 79. On September 28, 2011, KRRT in Durrës Municipality with decision no. 2, after the completion of the reinforced concrete skeleton of the building, approved the reconditioning and additional 4 floors on the building approved by decision of KRRT no. 3, dated July 7, 2010. In this case, the project was not passed in the Technical Council. 2 months later, The Construction Inspectorate in the Municipality of Durrës requested the suspension of the works, but surprisingly the building continued to be completed and was completed in 2012. On November 26, 2019, when the terrible earthquake struck that took the lives of 51 citizens in Albania, the building in question was damaged. Dako was no longer the mayor of Durrës at that time.

Promenade, damage 18.3 million ALL, a comma 10 times the fund limit, Dako did not intervene

The second case has to do with March 25, 2014 for the tender of the Municipality of Durrës, called "Project-implementation of the coastal promenade and the public beach from Brryli to Currila". The limit fund was set at 21 million ALL. But, surprisingly, the area of ??the facility was changed from 2.04 ha to 20.4 ha. Responsible for this are the members of the limit fund calculation committee Adhurim Qehajaj, Bashkim Salillari, Adnand Toçila, Diana Dedja as well as the Head of the Contracting Authority Vangjush Dako. The latter did not exercise his authority and did not take measures to control the commission's actions, but approved the procurement order with the value proposed by the commission. Dedja justified himself that the change of surface was just a slip. But, this caused the cost to increase 10-fold from 21 million ALL to 210 million ALL. The company that received it was paid with two 20 bills. 8 million ALL. In 2015, KLSH, after an audit, demanded that the company that built the promenade "SPHAERA" return the value of the damage, 18.3 million ALL. Dako authorized the judge to sue the private company and recover the funds. On July 17, 2016, the court process in the municipality of Durrës was dismissed as the representative of the municipality did not appear. The tender in question was also denounced by the current PD deputy, Ferdinand Xhaferraj in 2020.
