The Basic Prosecutor's Office in Prizren has requested the continuation of the detention measure against Dibran Hoxha and five other defendants, suspected of murdering the young man from Kukësi, Visart Cengu. This was confirmed by the information officer of the Basic Court in Prizren, Marcel Lekaj.

Lekaj said that the Prosecutor's Office has requested the continuation of the detention measure for the defendant Dibran Hoxha, who is suspected of having committed the criminal offenses of "Aggravated murder" and "Unauthorized ownership, control or possession of weapons" and "Manipulation of evidence". .

Likewise, the continuation of the detention has been requested for the other five suspects Arben Vezaj, Burim Mazreku, Jesmir Badalli, Kujtim Gashi and Enver Amrllahi, suspected of the criminal offenses "Manipulation of evidence" and "Participation in beatings".

He said that the pre-trial judge, regarding the Prosecution's proposal for the continuation of the detention measure, will decide until February 3, 2023.

Otherwise, the Basic Court in Prizren, on January 4, 2023, has determined the detention measure against Hoxha and others.

Whereas, for the seventh RS suspect, on January 7, 2023, the judge of the preliminary procedure had set the measure of detention, which is valid until February 6, 2023. The RS suspect is suspected of the criminal offenses of "Participation in beatings" and "Manipulation with evidence".

Otherwise, according to the Prosecutor's Office, Dibran Hoxha is suspected of the criminal offense of "Serious murder", illegal possession of weapons and tampering with evidence, while Arben Vezaj, Burim Mazreku, Jesmir Badalli, Kujtim Gashi and Enver Amrallahi are suspected of the criminal offense of "Participation in beating".

“Më dt 03.01.2023, rreth orës 04:00, në afërsi të lokalit të tij “Kobra City”, që gjendet në rrugën magjistrale Prizren- Zhur, me armë zjarri, me dashje e privon nga jeta viktimën V.C, duke vë në rrezik jetën e të dëmtuarit R.Sh, të cilin e plagos dhe duke vë në rrezik edhe jetën e të dëmtuarit A.B, që të tre shtetas të Republikës së Shqipërisë, në atë mënyrë që për shkak të një mosmarrëveshje paraprake që kishin pas rreth pagimit të faturës në lokal, fillon përleshja në mes punëtorëve në lokalin “Kobra City”, me të dëmtuarit ku pas kacafytjeve dhe rrëmujës së krijuar në lokal, të dëmtuarit dalin nga lokali dhe pasi hypin në veturën “Mercedes” FA 19-PFX, me targa angleze, për tu larguar në parkingun e lokalit, paraqitet i dyshuari Dibran Hoxha, i cili me armë zjarri shtënë në drejtim të veturës, me ç’rast e qëllon të dëmtuarin V.C, i cili kishte qenë i ulur në ulësen e pasme të veturës dhe R.Sh, i cili kishte qenë i ulur në ulësen e përparme, dhe si pasojë e këtyre të shtënave me armë zjarri V.C ndërron jetë rrugës për në spitalin e Kukësit, derisa R.Sh nga plagët e marra nga Kukësi dërgohet në spitalin e Tiranës”, thuhet në kërkesën e Prokurorisë.

Me këtë, Hoxha dyshohet se ka kryer veprën penale “Vrasje e rëndë” nga neni 173, par.1, nënpar, 1.5 të Kodit Penal.

Ndryshe, më 5 janar 2023, Instituti i Kosovës për Drejtësi (IKD) me përkrahje të Byrosë për Çështje të Narkotikëve Ndërkombëtarë dhe Zbatimit të Ligjit dhe RBF-së (Rockfeller Brothers Fund), ka publikuar analizën me titull “Dështimi i shtetit ndaj “Kobrës”.

Kurse, në analizën e IKD-së, të publikuar në shkurt të vitit 2022, ishte theksuar se Hoxhaj ka 16 aktgjykime dënuese të formës së prerë.  Ky recidivist në medie proklamohej se ka kryer 198 vepra penale, derisa bënte të ditur se e gjithë kjo e kaluar e tij kriminale filloi me rastin e hapjes së lokalit të lartcekur.
