The Institute of Political Studies expresses concern that the parliament's decision-making on the significant salary increase for elected and appointed officials, including the President, Prime Minister, ministers and deputies, was done in a non-transparent manner. The ISP points out that the decision-making was also without a solid basis of justification and assessment of the emergency, without a study on the salary hierarchy system and on reasonable suspicions of a clear conflict of interest. "Periodic monitoring reports have proven that a large part of deputies do not have efficiency indicators, do not exercise their legal and constitutional responsibilities, do not have legislative or other parliamentary acts and have not handled the representative position with integrity and accountability". says the ISP. Surveys show that trust in political institutions, including parliament, is in critical quotas. "Deputies are not the product of direct voting, they constantly change the area under political responsibility and affiliation to political parties, they enjoy extra-legal political privileges, and an important part of them exercise secondary activities in addition to the parliamentary one, while citizens also pay taxes for annual and election funds for their political parties. The decline of citizens' participation in the elections is a critical message to our representative system, including MPs, ministers and the main political parties, a message that the Assembly read in the opposite and wrong way. Parliamentary dignity and integrity are not measured by the amount of personal income, but above all by the exercise of the constitutional function with integrity and dignity, with the contribution to the country and the citizens and with the way of exercising sovereignty and the privilege to represent. Moreover, this was a measure that is not part of the electoral promises or the electoral program of the parties & deputies", emphasizes ISP.

ISP: Parliament should take serious measures

Meanwhile, the ISP emphasizes that the Parliament should have taken serious reform measures in its internal organization. According to ISP, the Assembly does not have a system for measuring parliamentary activity, the parliamentary groups and deputies do not have a self-evaluation mechanism, and the institution does not have studies or audit reports that highlight the needs for such emergencies or that make a connection between the privileged salary increase and the expectation for more parliamentary quality and standards in the future. "In these circumstances, ISP assesses that the parliament should have taken serious reform measures in its internal organization, in the regulatory legislation of parliamentary activity, in the acts against conflict of interest and abuse by post, up to the public discussion of the option of reducing the number of deputies in the next legislature and reforming the representative system. Without this institutional and strategic approach, any such decision-making creates serious doubts about the quality of the parliament and its ability to demonstrate integrity, transparency and accountability," the statement said. Also, the ISP emphasizes that the legislation recognizes the right of the Assembly to approve the budget and, consequently, also the changes in the salary system, but the right also brings responsibility and obligations, among which, the obligation for the process to be open, in public consultation , strategic and in accordance with the principles of the rule of law, functional democracy and institutional integrity. "Institute of Political Studies (ISP), as an organization that monitors the activity of deputies and the Assembly, recognizes the right of the Assembly to review the salary system hierarchy for institutions and different categories, including for the deputies themselves. Our system deserves an efficient, responsible and capable parliament, solid and professional parliamentary staff, the same status as the parliaments of new member countries in the EU, as well as decent legal and financial treatment for their activity", says ISP.
