Loans with zero interest for administration employees, this is how the criteria will be divided

The scoring system is clarified with the criteria on the basis of which the administration employees who apply to benefit from zero percent interest loans from the government's support program will be evaluated. Age, work experience in the administration and salary category will be decisive in the ranking of applicants, giving priority to those who are younger (not more than 40 years old), over one or two years of work experience, as well as categories of low wages. For each applicant, a scoring system will be drawn up according to the criteria presented in the table next to the writing for each category and a final ranking will be calculated on the basis of which the winners will be selected for as many quotas as are available.

Beneficiaries will be teachers, doctors, nurses, policemen, soldiers, guards, veterinarians, artists and others. In total there are 300 quotas or loans with zero interest, 90 of which will be given to the Ministry of the Interior, 90 to the Ministry of Defense, 30 to the Ministry of Agriculture and Rural Development, 30 to the Ministry of Education and Sports, 45 to the Ministry of Health and Social Protection and 15 for the Ministry of Economy, Culture and Innovation.

Housing conditions, family and economic conditions are what are evaluated for applicants. So they don't have to have a home, may have lost it or have one below housing standards to apply. Furthermore, as far as family conditions are concerned, work experience of up to 7 years is highly valued, as well as those who are young couples under the age of 40 or single-parent families with dependent children.

Regarding economic conditions, the lowest categories are scored more than others. This is related to the maximum level of income that the family of an employee in the public administration must have, giving priority to those who have relatively income, but not enough to buy a house under the conditions of the free market. As noted in the tables next to the writing, which are similar for all categories, housing conditions account for 50% of the assessment or half of the points in the total scoring system.

The employee in the public administration who meets the general and special criteria mentioned above must first submit the request for an easy loan to the institution where he is employed. It will be the head of the institution of public administration draws up the list of employees of the institution who meet the criteria to benefit from this social housing program, which he forwards for approval to the responsible minister covering the institution or the Prime Minister, within the quotas approved in total for this program.

The procedures for submitting the request, reviewing and approving the list of employees in the public administration, as well as the documentation that must be submitted, are approved by the second decision of the Council of Ministers and by the proposal of the minister responsible for housing. The government has given the guarantee to cover the interest cost of the loans as well as the fact that they will be annual. After the announcement of the decision, the opening of 'online' applications through the "e-Albania" platform is expected. It should be underlined that the number of soft loan beneficiaries continues to be only 300, which is several times lower than the number of real needs of public administration employees.
