Yesterday, Prime Minister Edi Rama commented on the Public Administration Motivation plan, which includes salary increases for 2024, flexible work hours, employee performance evaluation, as well as a series of support measures for the smooth running of the work in the Administration and the treatment of employees. Rama said that in June there will be a salary increase for the public administration. "In June, the new salary increase will come into force and thus everyone will have an increase in their salary and we will reach the objective that we have announced that the average salary in the Albanian public sector will be 900 euros. It is not discussed. June is the last month with this salary you have. The next salary will be the increased salary and it is a significant increase if we consider the total. There will be even more. It is a significant increase over a period of time. We will increase support for pensioners", said Rama. On the other hand, Rama added that before the idea was created for the public administration that they are a nursery of devils, but today according to him, seeing the work he has done for the integration in the EU, he can say that he is a national asset.

The details

The main points of the motivation plan were presented yesterday by the Minister of State for Public Administration and Anticorruption Adea Pirdeni. Minister Pirdeni emphasized that the initiated reforms have begun to bear the first fruits, transforming the public sector as an attractive and rewarding employer. The changes come with a new wave focused on the transformation of institutions and modernization. An essential part of this transformation is the "Motivation Package for Public Administration" which includes flexibility of working hours according to the needs of administration employees and improvement of working conditions.

She started with flexible work schedules. "We have discussed with all those who live the daily work in the administration to bring those changes, not necessarily as we think, just as the employees themselves and the citizens as recipients of the service need it to change. The first of your requests has been the guarantee of schedule flexibility. Therefore, I would like to share with you the good news that within this year, employees will be able to alternate and select the start of the daily work schedule, according to the agenda dictated by family life, and accompanying children to nurseries, kindergartens and schools. "As we all have to be at work within a fixed time slot from 09:00 to 15:30, colleagues can choose to start their day earlier and finish it earlier and vice versa, a practice already applied in some countries of Europe, and which naturally excludes those units that have direct contact with the citizen. Second on the list, was a repeated request to remove the legal restriction stemming from the Labor Code, for taking annual leave in no less than one calendar week. You requested it massively, as one of the main priorities, and we are responding to the removal of this restriction, thus freeing up the possibility for anyone to plan the holidays they are legally entitled to in time segments shorter than a week," said Minister Pirdeni.

Categories that benefit

Pirdeni stopped at the salary increase within 2024, announcing that salaries will increase within 2024 for specialist level employees, for employees of local self-government units, military, police and education employees. The public sector, she pointed out, has already become an attractive employer. "The salary increase has now entered a second phase, which will be completed within this year and will include increases for civil servants at the specialist level, the Armed Forces, security workers, as well as all employees in the education sector and finally, in order but not in importance, the salaries of employees of local government institutions, such as the Prime Minister and the Minister of State for Local Government. This reform has already given its first fruits, evidenced by the 23% increase in the average number of applicants for recruitment outside the civil service for mid- and low-level managerial positions, precisely because of the more significant increase in the salary of this fashe and a 15% reduction in resignations," said Minister Pirdeni.

Mentioning the promise given to Brussels, Minister Pirdeni said that in addition to the salary increase, an institutional and personal performance evaluation will also take place. A pilot project is being implemented in three ministries. Whoever works well will be rewarded. "The work of the institution will be measured on the basis of clear performance indicators, including aspects of the development of their human capital. As the law will provide for the possibility of giving bonuses for good performance at work, within the limitations dictated by the need to maintain a more objective approach," said Pirdeni. "Flexibility mechanisms and any other measure will have double value if the governing bodies embrace this innovation and make it part of their daily routine. Thanks to an excellent cooperation with UNDP, we will start the Leadership Academy from June, where 450 managers will undergo a leadership training process, since the transformation can come from within through the spirit brought from outside", said Pirdeni. During the event, administrative employees from 11 ministries and the Prime Minister's Office were awarded with symbolic trophies, who were nominated by their colleagues based on their merit and contribution to work. "These individuals are valued assets of the institutions and examples of dedication and professionalism. At the heart of our effort to build a modern administration for the future, rewarding and valuing hard work is essential,” said Minister Pirdeni.

Salary increase in municipalities in the country

Also, within the summer, all 61 municipalities in the country will be restructured, a process which will be accompanied by salary increases for every employee. In small municipalities or further away from Tirana, it turned out that there are no specialized people in certain fields due to the low salary and the tendency to work in Tirana or the private system. This restructuring also foresees the reduction of employees in different sectors depending on the municipalities. "For example, in Saranda, more employees are needed in urban planning, while in Berat, more employees are needed in the office of culture", said Arbër Mazniku, the Minister of State for Local Government.

Now an engineer, financier, lawyer, etc. in the municipality will have the same salary as in Tirana and in Has and everywhere. After an in-depth analysis in all municipalities, the new structure that will accompany these changes and salary increases is ready.
