The government has determined the calendar of salary increases in the public sector, according to a decision that was taken earlier this year by the Council of Ministers to bring them to a gross level of 900 euros by 2025. The government document "Priority Reform Measures of Public Administration", which is in the stage of public consultation, provides that the first installment of the increase will be given in December 2023 and the other in December 2024. At the end of 2022, the average gross monthly salary in the public sector reached 70,770 lek, or about 670 euros. To reach the promised level of 900 euros, the average salary in the public sector must increase by an average of 34% or 230 euros. Comparison of official data shows that the average salary increase will occur 15% in December 2023 and another 15% approximately 115 euros, in December 2025. The government, when it presented the wage increase project in the spring of this year, it argued that the aim was to reduce the gap with public sector wages in the region and promote competition with the private sector. From 2014 to the end of 2022, real wages in the state sector have increased by about 20%, as the new plan aims to apply an expansion of 15% for the following two years 2023 and 2024.

In the months of April-June 2023, workers in the country's basic services, teachers, doctors and nurses and police forces in the field received only a 7% salary increase, while senior government functions, MPs, ministers and deputy ministers benefited from salary increases from 50 to 98 percent. According to the budget indicators in the 7th month of 2012, the salary fund for the public sector was as much as 18.8% of the general budget expenditures, while in 2023 it was as much as 16.8% of the general budget expenditures. Although the value of the salary fund has increased significantly in recent years, the rates were lower than the increase in total public expenditures. Increasing the salaries of the administration and senior officials

We recall that, on May 25, the Parliament approved the law on salary increases. For the economist Maksim Caslli, beyond the cost, or the debate, the increase in the salaries of the administration is a move in the right direction. "Until a while ago, it was the private sector that paid more than the public sector, and talents were oriented to the private sector. So this move will absorb more talent in the public sector. Since the main part of the employer, which is the state, moves in that direction, the private sector will also be forced to follow," he said in a television interview.

Sipas Casllit, kosto e këtij vendimi në buxhetin e shtetit do të jetë 350 milionë dollarë në vitin 2025, vit kur do të aplikohet plotësisht. “Natyrisht, kur e shikon që rritet kosto e buxhetit të shtetit, duhet të mendosh si do ta përballosh këtë kosto. Dhe kjo do të përballohet me rritje të ardhurash, ose me ulje të numrit të personave që punojnë në shtet. Ndoshta do të ishte kjo e dyta më e mirë. Gjithmonë gjenden mënyra, sepse në fund të fundit, ke të ardhurat e tua si shtet. Dhe këto rriten ose duke rritur ekonominë, ose rritja e përqindjes së taksave, por nuk është kjo, sepse të gjitha forcat politike tentojnë nga ulja e taksave. Nëse do të tentojmë duke e marrë borxh, kjo është lëvizje e gabuar. Nuk mund të marrësh borxh pa limit, pra do të detyrohesh që paratë t’i menaxhosh sa më mirë”, thotë Caslli.
