Ja çfarë shkruan: Zoti Klinton ofroi ndihmë dhe u zotua për bashkëpunim ushtarak. Një zëdhënës përshëndeti "hapët e jashtëzakonshëm" që Shqipëria kishte bërë nën zotin Berisha. Megjithatë, edhe para atij takimi, administrata kishte dyshime për zotin Berisha dhe përkushtimin e tij ndaj idealeve demokratike. Një pjesë e vogël e ndihmësve në Këshillin e Sigurisë Kombëtare dhe Departamentin e Shtetit filluan të japin paralajmërime, edhe pse Shtetet e Bashkuara vazhdonin një rrjedhë të vogël, por të qëndrueshme ndihme, sipas zyrtarëve të administratës. Dhe kjo është një arsye kryesore që Shtetet e Bashkuara i kanë rezistuar thirrjeve në Evropë dhe të vetë zotit Berisha për një forcë ndërkombëtare për të ndihmuar në rivendosjen e qetësisë."Ai është problemi tani," tha një zyrtar i lartë i administratës, duke folur në kushte anonimiteti, "dhe ju nuk do të merrni një zgjidhje derisa ai të largohet prej andej."

Evolucioni i marrëdhënies amerikane me zotin Berisha -- nga përqafimi i hershëm në zhgënjim -- nënvizon dëshirën e Uashingtonit për të ushqyer demokratët në vendet ish-komuniste. Por ka treguar edhe kufizimet e politikës. Zyrtarët thanë se zoti Berisha kishte hequr dorë nga lutjet e përsëritura për të përmirësuar rekordin e tij dhe sundimin e tij, por që në kohën kur administrata filloi të distancohej prej tij, nuk kishte kujt t'i drejtohej. Uashingtoni nuk po zgjidhte aq shumë kalin e gabuar, thanë zyrtarët, sesa po vinte shumë bast vetëm për një vazhdon artikulli i Ny Times.   Artikulli mbyllet kështu: Që në fillim pati paralajmërime se zoti Berisha mund të ishte autokratik, veçanërisht pas arrestimeve të liderëve të minoritetit grek në 1994. Por ndihma amerikane ende rrodhi, duke arritur në 27 milionë dollarë në 1995.Administrata e Klintonit u zhgënjye me zotin Berisha kur ai hoqi dorë nga apelet për të respektuar sundimin e ligjit. Por zhgënjimi i vërtetë filloi në vjeshtën e vitit 1995.Në prag të një vizite në Uashington, zoti Berisha kërcënoi me shkarkim kryetarin e një prej dy gjykatave më të larta të Shqipërisë, Zef Brozi. Ambasadori i Shteteve të Bashkuara në atë kohë, Joseph E. Lake, e paralajmëroi zotin Berisha se vizita e tij me zotin Clinton ishte në rrezik, thanë zyrtarët. Zoti Berisha u ndal dhe bëri vizitën e tij në Shtëpinë e Bardhë. Më pas u kthye në Shqipëri dhe shkarkoi zotin Brozi. Po si zakonisht tregohej i pa besë dhe me amerikanët – shënim imi! Pastaj artikulli vazhdon:Kjo nxiti rishikimin e parë serioz të politikës së administratës dhe ndihma që zoti Klinton kishte premtuar gjatë takimit me zotin Berisha -- rreth 3 milionë dollarë për të trajnuar gjyqtarë, prokurorë dhe oficerë policie u anulua.Edhe atëherë, disa zyrtarë argumentuan se kishte pak alternativa ndaj zotit Berisha. "Ne menduam se ai ende mund të shpëtohej," tha një zyrtar. Ky ishte dhe një nga gabimet e mëdha të administratës- shënim i imi! Artikulli  Ny Times vazhdon: Administrata filloi të kritikojë hapur qeverisjen e zotit Berisha pas zgjedhjeve të majit të kaluar, të cilat u  konsideruan si mashtrim. Shqetësimet për skemat e investimeve, të cilat fshinë kursimet e mijëra shqiptarëve, u ngritën menjëherë më pas. "Unë nuk mendoj se dikush kishte ndonjë kuptim se do të shembet vendi sa më shpejt që të mundej," tha një zyrtar. ''Por flamujt e kuq po valëviteshin në fillim të '96.Qetësia relative në Shqipëri ditët e fundit ka qetësuar zyrtarët në Uashington, por zoti Berisha, pavarësisht nga popullariteti i tij në rënie, i ka rezistuar thirrjeve brenda dhe jashtë vendit për të dhënë dorëheqjen. Zyrtarët thanë se Shtetet e Bashkuara tani shpresojnë se qeveria e koalicionit e emëruar nga zoti Berisha javën e kaluar do ta detyronte atë të mënjanohej."Shpresat tona nuk janë te individët, por te një proces demokratik," tha një zyrtar. "Ne nuk jemi në biznesin e zgjedhjes së individëve."Po të ishte dëgjuar NY Times atëhere, Berisha nuk do të vinte kurrë më në pushtet. Ata e dinin se është thjesht një diktator!  Ai erdhi dhe bëri mesa shumë të tjerave dhe “Gërdecin e 21 janarin”, duke vrarë njerëz të pa fajshëm për hatër të korrupsionit të tij. Tani do të rivijë në pushtet ti përsërisë!
