Why do the "democratic" municipalities of Shkodra take the salaries of the "enemy" government!?

The acting mayor of Shkodra, Bardh Spahija, in the approval of the last budget for Shkodra, continued the chorus of Voltana in the media "fantastic and dramatic" with Shkodra persecuted by the regime of Rama's government! Although under the rule of Voltana and now under the rule of Bardhi, the municipality of Shkodra gets its signature and seal, because the socialist municipal council closes its eyes and votes - that refrain of the "socialist enemy" in Tirana continues! The acting mayor of the "Democratic" municipality of Shkodra was showing the barcoletes for years that the Municipality of Shkodra receives less than other municipalities! The word is falling 7 times less than that of Korça! For years! Yes, the government and its budget in the municipality of Shkdora "was 7 times smaller" than that of the municipality of Korça! Then the barcoleta continues with five times less than the Municipality of Rroskovec and Rrogozhina, etc., etc.! Socialists sit and listen to Bardhi e Democracije in the already ugly delirium of the persecution of Shkodra by the communists and with the "communist" that is, socialist Municipal Council, who listen to nonsense for hours and minutes and sign as they say - of Shkodra. In reality, if in the budget Korça had not 7 times, but "two lek" more than Shkodra, it would be a malice on the part of Rama and the government, which really fills the budgets of local governments. Fills, because there is a big bag where the salaries of the municipalities or their employees come out! So the salary of the democratic White! So I see that the budget of Shkodra or the municipality of Bardhi was approved and is 3.2 billion lek! They seemed small to me, but I said who knows how much Korça will have! I enter and find the budget of the municipality of Sotiraq Files and see that it is a little over 2 billion lek! No way, I said to myself, at least it should be double with Shkodra, because it is a "socialist municipality"! No, that was it and File had signed it! The beauty was that Sotiraq File and the municipality of Korça were under the promise and commitment that the largest part of the budget or 56% would come as the collection of local taxes in Korça! Whereas the Municipality of Shkodra out of the 3.2 billion it had as a budget, only 876 million would be secured (they thought) from local taxes! So it was up to them not to complete their salaries! The administration of the Municipality of Shkodra was 430 people and it swells daily with contracts and as a total with directorates, services and culture there are 1048 people! I noticed the balances and the amount of salaries and it turned out that the municipality of Shkodra does not even issue half of its salaries! Korça had 378 people in its units and not only takes out salaries, but also investments! I was saying to myself! Yes, Shkodra is a city of barcoletas, but why for years and years have barcoletas been shown only by those who do not know how to laugh! Why don't they create a "makeup" of confidence that they work or that they speak seriously and honestly - hell! Who do not leave the "class enemy" and the socialist enemy in the government or assembly, or democracy or wherever you want? How the hell does a waki do such a stupid thing? Barcoleta show so much that they have managed to believe it themselves! Yes, yes, they believe that Rrogozhina has a budget more than Shkodra and projects from Rama more than Shkodra, because - Shkodra is hated by the communists of Tirana! At the time of another mayor or Hajji, they used to say - Shkodra municipality gets as much as Orikum municipality because the communist Fatos Nano gives us that much! Urraaaa everyone in the municipal council hall, which was full of democrats and a few socialists who sat quietly at the time, but today they put the signature with symbyllur (or almost symbyllur) for Voltana and Bardhi! But a question arises! But why do Bardhi and Bardhi's administration take their salaries? or the "anti-communists" of the municipality of Shkodra? Why when the "enemies" of Shkodra "discriminate" against him with budgets "7 times less than Korça" Bardhi and "his" salaries are taken? Why don't they tell the government - no, we don't even want the salaries, when you don't give us money for projects and budgets, but they gave us 7 times less than Korça and Rrogozhina e Këlcyra!? We don't even want the salaries you give us because you don't love Shkodra and we don't want your salaries!! Why don't they do this? Once and for all, they came before the citizens of Shkodra and told them: in Shkodra, the administration of the Shkodra Municipality refuses to receive our salaries that are due to us, because the "communist" government has given us a budget 7 times less than Korça! We don't want their money! Why don't they? It's not hard to understand! They do not pretend that their administration for Shkodra is a joke! They get money for showing barcoleta! Are they the only ones in Albania who are paid as comedians? They destroyed Shkodra's stage and replaced it themselves, but in a perfidious and profitable way.
