As a folklore and Balkan society, we generally deal with Rama, Vuçiç, Open Balkans and Bulgaria, or their jokes without getting into the core of the EU crisis! We throw the blame and hatred towards the authorities as Albania's non-admission to the EU, when it is clear that Brussels and Europe have voted in favor of us being in the entrance and negotiations! But our folk politics does not deal with such things and this miracle of a retro political village or even worse the village in the Albanian territories including the Albanians in Albania, Kosovo and Macedonia, those in Brussels or the EU make a ready grotesque theater that in the end laugh about our self-destructive ability! A joker like Rama and when he is right, is news then for us and Kosovo of Vetvendosje and now from our parthenalism on them, we have moved on to the accusations and paternalism of Kosovo and Albanian Macedonians towards Albania. Yesterday we were a guiding example, now we have to get permission as an Albanian state, how to behave for our economy and politics in Kosovo and northern Macedonia, of course to the Albanians (opinion leaders and politicians) there! Well we are folklorists and we can do nothing else! I understand that no one will ask you but ...?! But..?! But the EU has a big problem that is "unanimity" for some prominent elements important to them! "Unanimity" especially opens the entry of states into the EU and major international or defense policies! Most elements of Albanian, Kosovar, Macedonian folk journalism and folk media do not want to know and mention them when they know, because they only deal with the stinking political war in the plain where the Albanians live! Yes, but Europe is different and acts differently! Unlike our big village in the Balkans as neighbors with Serbia and Bulgaria or Greece! I am explaining how it works in the EU! The European Union, then, because unanimity does not work: and consequently the strategy of blackmail arises. Mario Draghi said some time ago: We must overcome the principle of unanimity, which creates a logic consisting of crossed vetoes, and move towards decisions taken by qualified majority. "A Europe capable of making timely decisions is more credible to its citizens and to the world." The words of Prime Minister Mario Draghi uttered last May 3 during the plenary session of the European Parliament clearly set out what the European Union's problem is in decision-making. Europe is not a federal state, (like Germany or the USA) the common currency has been approved by all or only 19 out of 27 countries, there is no European constitution, because in 2005 the French and Dutch citizens voted against in a referendum. The European Union is a legal community based on treaties negotiated by member states, which have left jurisdiction to Brussels, but not equally in all areas. And this should at least make us journalists change a little, from the theories of our political village to appear in the practices of European civilization! Yes and understand that sometimes in the EU rulers and presidents of states more powerful than the Union itself !? On issues that are considered the most politically sensitive, all states must agree. In practice, countries are willing to hand over powers provided they have the assurance to prevent the adoption of decisions they do not like. However, unanimity slows down the Union decision-making process and is sometimes used by one member state to "blackmail" others. That we do not take away the case of Bulgaria and why it has its own problem with Northern Macedonia! Well "Unanimity" voting 27 in 27 EU countries is often used as blackmail. The sixth package of EU sanctions against Moscow for invading Ukraine was blocked for weeks by Hungary, which exercised its veto power until it received an exemption from the Russian oil embargo because it did not go offshore and it is difficult for it to diversify its supplies. But then he was vetoed by Moscow Patriarch Kirill to be exempted from sanctions. The EU directive aimed at guaranteeing a global minimum tax of 15% for multinational companies (global minimum tax) has been blocked by Poland's veto, which it has since lifted but is now imposed by Hungary. Although not officially declared, Warsaw had interrupted the directive to get the green light for the Recovery Fund from the EU Commission. Hungary also vetoed it to exert the same pressure. The EU introduced a mechanism to link EU funds to respect for the rule of law, and Hungary and Poland vetoed the EU budget for 2021-2027 until they implemented it immediately. In 2020, Cyprus delayed EU sanctions against Belarus for weeks, worried about provocations from Turkey, which was seeking hydrocarbons in Nicosia waters without authorization. I am giving examples to understand the theatricality of Rama's plight and the big problem with many things of Brussels, for this important principle that blocks. When is it decided unanimously? Unanimity is needed within the Council when making decisions in the following areas: common foreign and security policy (sanctions, political declarations, military missions); taxes (new taxes at EU level, such as the minimum tax for multinationals); social security or social protection (rights to be recognized at EU level for all European citizens); accession of new states to the European Union (all 27 had to approve candidate status in Ukraine); or our unsuccessful negotiations with Macedonia, operational police cooperation between member states. In other cases, the Council decides by a qualified majority, also called a "double majority": 15 of the 27 countries must be in favor and represent at least 65% of the EU's total population. An abstention is considered a vote against. Instead, the blocking minority should include at least four countries, which represent over 35% of the EU population. The current treaties already provide for the possibility of qualified majority proceedings in the sectors in which unanimous decisions must be taken, but to do so it is necessary for all 27 member states to agree: these are "transitional clauses". That is, it takes unanimity not to enforce unanimity. While the amendment of the Treaties is regulated by Article 48 of the Lisbon Treaty, which provides for a common procedure and two simplified ones. In all three cases, the European Council ultimately acts unanimously. I want to be clear, every "Member State" has the right to defend its national point of view and interest. But, as we have seen, the veto is increasingly used as a bargaining chip for issues that have nothing to do with the decision to be made. Well, after a year of discussions between citizens, institutions, civil society and associations through the Conference on the Future of Europe, citizens are urging the European institutions to apply the principle of unanimity only for the entry of a new state into the EU. and modifying the founding principles. The rest wholesale qualified. So no one in the EU will tolerate not using Unanimity to join the Union! And for this they do not apply to us within the "expropriations" of Rama with jokes but apply to members of the Union, because it is clear that the moment comes and blackmail using the case by unanimous vote - is primary! We look at our internal political childish use for internal reckoning, but joining the EU is something of theirs rather than ours! We may never be ready (corrupt government, opposition outside democracy, society without introducing democracy) but they (Brussels then) say we are! Unanimous decision hinders! And this is the problem, not our folklorisms that in Europe they just have for different costumes, but that do not ask us for good or bad. They have their problem and this is where the problem of our entry or negotiations begins and ends!
