The affair with the Fier incinerator, GJKKO accepts a shortened trial for 18 defendants, former minister Lefter Koka and former deputy Alqi Blako also benefit

The corruption issue of the Fier incinerator seems to have the same fate as that of the Elbasan incinerator. The Special Court of First Instance for Corruption and Organized Crime accepted that 18 of the 21 defendants should be tried with a summary trial procedure, while the other 3 with a normal trial. In this way, just like in the case of the Elbasan burner file, the former Minister of Environment, Lefter Koka; former General Secretary of this ministry, Alqi Blako; the businessmen of the incinerators Mirel Mërtiri, Stela Gugallja and Klodian Zoto, etc., will benefit from a final sentence with a deduction of 1/3 of the preliminary sentence they may receive, in case they are found guilty. The other defendants Etleva Kondi, former member of the commission for granting licenses for the incinerators of Elbasan and Fier by the Ministry of Infrastructure and Energy; Arenc Myrtezani, administrator of "Integrated Technology Waste Treatment" and Giuseppe Ciaffaglione, administrators of the concession company "Integrated Energy BV SPV". The next session will be held on June 12, where the prosecutors of the case from SPAK will read the claims for the defendants.

What else did GJKKO decide yesterday?

In yesterday's session, the judicial body of the GJKKO decided not to accept the requests of the defendants Dervishaj and Merdani for the declaration of incompetence of the Fier incinerator case by the GJKKO and its transfer to the Court of Tirana. The requests for the declaration of invalid acts and their separation against the defendant Arenc Myrtezani, as well as the request of a bank to be a party to the process, were also not accepted.

The other 13 defendants will be tried by summary trial procedure

GJKKO dismissed the case for Shabani and Sheshi, relieved Bllako and Dervishaj

On March 24, GJKKO dismissed the case for Robert Shabani, the legal representative of "Best Services" sh.pk and Enver Sheshin, administrator of "Leli-17" sh.pk. The former was sentenced to 4 years and 8 months in prison by the Criminal Court of Tirana for the fraudulent scheme of 20 entities that cooperated with each other through fictitious invoices of 34 million euros, causing the state budget a damage of about 18 million euros. The second died on January 8 at the "Mother Teresa" University Hospital Center after a cardiac arrest. For Alqi Bllakon, the charge was changed from "corruption of high officials" to "corruption of public officials", while for the vice president of the Football Federation Dervishaj, the 2 charges of "passive corruption of persons exercising public functions" and " power abuse".

Fictitious purchase of 146 million lek that was given to Koka as a bribe, used by his family 

According to the investigation file, the companies "Integrated Technology Waste Treatment Energy" sh.pk and "Integrated Technology Services" sh.pk accepted sales tax invoices and paid financial invoices for some company for work that has not been done. The value of purchases was 146,083,071 ALL. This money was given to Lefter Koka by Klodian Zoto, Arenc Myrtezani and Loran Dusha. These 3 used a fictitious payment scheme to cover up and hide the true nature of their illegal origin and transfers. Koka created fictitious schemes to circulate the said amount indirectly through his family members by opening companies in their name.

Alqi Blako benefited from 15 million lek, Dervishaj signed a 4 million euro situation.

Alqi Blako has unfairly received 14,964,900 lek, which was passed to his father Edmond Blako. The latter was registered as "Site Manager" at the Tirana Incinerator construction concession company. He was paid 6 thousand euros per month. The Contracting Authority paid Zoto's company with 4,202,967,084 ALL until June 30, 2022. Zoto and Myrtezani presented situations worth 4 million euros for services that were not performed. The supervisor and vice-president of the FA, Arben Dervishaj, sent to the Contracting Authority the evaluations of the works carried out in Zoto's company worth 4 million euros.

SPAK asked for 57 years in prison for the arsonist from Elbasan

12 days ago, SPAK announced the claim of 57 years in prison for 9 of the defendants in the Elbasan incinerator case. Due to the summary trial, if found guilty, they could be sentenced to 38 years in prison. Specifically, the prosecutors demanded the following sentences: 10 years in prison for Lefter Koka, Mirel Mërtir and Klodian Zoto (6.8 years with a shortened trial), 7 years in prison for Stela Gugalljan (4.8 with a shortened trial), 4 years in prison for Alqi Bllako, Pellumb Abeshin, Jonida Zeqon, Bardhyl Çabirin and Serafin Papa. Of the defendants, 4 are in prison: Koka, Blako, Abeshi and Çabiri, while Kondi and Papa are under house arrest. Etleva Kondi will be tried by ordinary trial.
