Belinda Balluku "mountain" with reports to SPAK, here are all the scandals in which the deputy prime minister is involved, from investigations into incinerators, corrupt tenders, contracts, privatizations and up to scandalous firms for giving public lands

Deputy Prime Minister, at the same time Minister of Infrastructure and Energy, Belinda Balluku is facing a "mountain" of reports in SPAK. The senior socialist official appeared on May 15 of this year at the Special Prosecutor's Office. The subpoena for Balluk was made by prosecutor Dritan Prençi, who is investigating the Tirana incinerator file. Against the Minister of Infrastructure and Energy, Belinda Balluku, there are several reports in SPAK for misuse of duties and suspicions of corruption. In March 2021, DP sued the deputy prime minister in SPAK for the concession of the Port of Durrës. Balluku was accused of at least 6 criminal offenses in connection with the 30 million euro concession of the Port of Durrës quay. "Nisma Thurje" has reported to the Special Anticorruption Prosecutor's Office (SPAK) the Minister of Infrastructure, Belinda Balluku, for the procedure of granting the port of Vlora with a concession and the granting of land of 57,000 square meters at a rent of 1 euro for the Vlora Marina residential complex. Pano Soko from Nisma Thurje raised doubts that the procedures for granting the concession for the Marina Vlorë port by the Minister of Infrastructure and Energy, as well as the granting of 57,000 square meters of land in public ownership, were done in violation of the law, violating equality in tenders and has harmed the interests of the state.

Ndaj dhe sot një ish zëvendës kryeministër, ish-ministra, ministra e drejtorë drejtorish janë nën hetim nga SPAK. Para dy muajsh, Autoriteti Rrugor Shqiptar (ARRSH) shpalli të paktën 13 procedura tenderimi për ndërtim, zgjerim ose rehabilitim rrugësh në një vlerë totale afërsisht 200 milionë euro. Edhe pse këto procedura u publikuan në media ndërkombëtare, ministrja Balluku me zgjatimet e saj në ARRSH për të favorizuar 5 oligarkët e përhershëm që marrin këto tendera, vendosi në kriteret e tenderimit kushte dhe afate që asnjë kompani e huaj nuk kishte mundësi t’i plotësonte. Në muajin qershor ARRSH ka shpallur fituesit e 200 milionë euro tendera, vlerat e të cilave si në çdo tenderim janë të tejfryra, gjë që faktohet edhe nga ofertat shumë herë më të ulëta të operatorëve ekonomikë në garë, të cilët nëse do të kualifikoheshin ata fitues dhe jo klientët e përhershëm të qeverisë, buxhetit të shtetit do t’i kursehej 20 milionë euro ose 10% e vlerës totale të tenderuar. Në momentin e shpalljes, PD ka denoncuar vendosjen e kritereve që përjashtojnë operatorët e huaj me qëllim përfitimin e këtyre tenderave nga klientët e qeverisë, sikurse edhe ka ndodhur. Dhënia e tenderave më vlerën 200 milion euro oligarkëve duke bërë punë jashtë cilësie dhe duke mos lejuar kompani të tjera shqiptare apo të huaja që në bashkëpunim mes tyre të jenë pjesë e këtyre tenderimeve që ofrojnë kosto më të ulët dhe cilësi më të mirë të rrugëve, dëshmon vjedhje nga kjo bandë hajdutësh dhe favorizim të të njëjtëve oligarkë. Prokurimet publike që publikoi ARRSH kishin një afat për depozitimin e dokumentacionit nga 30 deri ne 35 ditë kalendarike, ndërkohë që nga portali i E-Albania duhen 40 ditë për të marrë përgjigje nga Ministria e Infrastrukturës e drejtuar nga Belinda Ballaku për njehsimin e licencave. Dhe sot rezulton që kompanitë që kanë fituar tenderat për ndërtim, zgjerim apo rehabilitim të rrugëve janë kompani shqiptare, klientë të qeverisë. Këta funksionarë shtetërorë kanë konsumuar minimalisht veprën penale të “Shkeljes së barazisë së pjesëmarrësve në tendera apo ankande publike” të parashikuar nga neni 258 i Kodit Penal. Ne do të depozitojmë në SPAK një kallëzim penal për këtë bandë të drejtuar nga Belinda Balluku si ministre e linjës duke përfshirë funksionarë të ARRSH që kanë firmosur kriteret për të përjashtuar kompani shqiptare apo të huaj për të marrë pjesë në garë”, thuhet në deklaratën e grupit të Bashës.
