Well-known lawyer, Spartak Ngjela has commented on the political situation in the country and not alone. During an interview, lawyer Ngjela revealed why Prime Minister Ed Rama does not resign after all the arrests in his government. Also, Mr. Ngjela also showed the reason that may have forced the judge of the Special Court (GJKKO) to take Jamarbër Malltez to house arrest, who, together with his father-in-law, former prime minister Sali Berisha, have fallen on the Prosecution's radars Special (SPAK) regarding the privatization of the former "Partizani" complex.
Meanwhile, among other things, he revealed how Albania will go towards the Italian example, as according to him, the prosecutors who will fight against the mafia can become great political figures.
- Lawyer Ngjela, Lulzim Basha a few days ago gathered exponents of the opposition to discuss the electoral reform. His plan consists of open lists, equal vote and diaspora voting, what difference can these changes bring?
The innovation is the open lists, they tire in vain in Albania, the pure majority must be returned. This is democracy, the clash between the majority and the opposition, with concrete names in certain electoral areas. You see how the parliament is filled with party lists, with puppets taken by party leaders, there are only 2 or 3 people who talk about what the others need. Parliament is a clash of ideas for national development, for the internal peace of society and for creating the historical character of a nation's development. These are power usurpers, they have taken the two big parties and do as they want, they publish a list that is worthless. Parliament does not have an eloquent speaker to give a speech and give an idea, there is no conceptual moment, Saliu speaks no concept, where there is political thought without a concept. When I hear these, I remember an expression that Cicero said: "Words, words but words, nothing". The same with these, listen to them and see that they say nothing. A face-to-face confrontation is needed, then the leaders of the parties that have usurped them will be forced to bring intellectualism into play.
-If these proposals will be implemented within the electoral reform commission, will costly changes be needed?
But the leaders of the parties are overthrown if they come face to face. Where can Rama win, where can Saliu win with an eloquent who comes before him, he runs away, goes home. They take completely unknown people and bring them to Parliament. How can you be a deputy when you are unknown, if you were face to face in an electoral area, you would know the area, you would campaign, you would appear in the press, you would present your ideas. A parliamentary post is won with ideas and not because you belong to the party.
-Would a pure majority system be a solution to bring intellectuals closer together?
Of course yes. In every constituency, wherever a deputy appears, there is a multi-party clash that can no longer be clashed with just ideas, they have no ideas. Who has ideas from these? I can say what free vote means and free vote means different personalities who are known in public opinion and clash with each other with ideas and all of them in the group give opportunity to the electorate to choose the most capable Take the leaders of the parties, when they speak without paper, you don't understand anything. How can a man who has no ability to operate with concepts be prime minister? In Albania, the concept has not yet entered, but there are only words.
-After the opposition action in the parliament, there was a reaction from the embassies that emphasized the need for normality, who do you think they addressed?
They stood up against what was thrown at them. There is no judicial power. If there was, you should have slipped in and not asked at all. How can you do this, who are these? These are removed as if they are Alexander the Great of Macedonia, they say nothing. It is not their fault, but those who choose them. Without looking at the western parliaments, at least 70 percent are lawyers. They are people who know the law, how can you rule your country with words. We are in a mental crisis. History will make fun of them, they will take Saliu who doesn't speak anything and they will make fun of him, they will take that other one who only speaks in gibberish and they will make fun of them because there will come a moment when intellectualism will win.
- There are a number of files in SPAK for the mayor, former deputy, will SPAK take these investigations to the end even though they must have been blackmailed?
If they are blackmailed and afraid, then they should resign. Let those who are brave go. How can a coward keep the columns of the state? The coward runs away and pulls the columns with him, we don't need cowards.
- How did you see the arrest of Erzen Breçan and dozens of other arrest warrants that were issued?
Crime here has been and continues to be a phenomenon. You don't fight the phenomenon occasionally, you don't get away with this type of mentality or this phenomenon by hitting you a few times, it hits with full force. Other countries in the West have hit it off, they started like us and then ended up in a military junta. They have stolen billions of ALL and have them offshore. In Albania, the big and small know the phenomenon of corruption, there is no Albanian who knows that the state steals and if I start a drastic attack, the optimism of the Albanians for the future will rise and they will not leave the country.
- There is the idea that Albania can become a republic of prosecutors, so is the goal to change the political class through justice?
We have the Italian example, those prosecutors who excelled in the fight against the mafia became great political figures. But what happens if the prosecutor receives power that has hit crime and gained sympathy in public opinion, he becomes a deputy, he is not a prosecutor come here and direct us. A lot of this has happened in the West, those prosecutors who have fought crime have become great political figures, not only of the time, but also of history. Those who come out and speak are thieves, they are slaves to their mistake. They don't go away, they want to keep the power at all costs and then they talk about this nonsense that we hear. The electoral law should become a pure majority one by one, now they get whoever they want, one gets one from the tribe, the other gets one from the village.
- The security measures against Malltez have been changed, how do you see it?
We don't know because he may have filed a report. These occur because he may have filed a report because he cannot stay in custody. We now know what the reason was.
- There are many socialist mayors who have appeared in SPAK, should this also bring a reaction from the SP, is the party also responsible?
If such a phenomenon had happened in the west, because this is a phenomenon, the prime minister would resign. If this happens to a prime minister in the west, everyone resigns to show the public opinion that I have no hand in this matter. They say they are afraid, but to say that I am clean. But these people pretend not to hear. Not resigning shows that you are implicated.
