"The word failure in a diplomatic language is a little difficult to accept, but in a political language, I can say yes," says Mr. Bushati. Unlike Prime Minister Rama, the former foreign minister believes that the solution to the problems between Kosovo and Serbia should be initiated by the EU and NATO. Ditmir Bushati: The word "failure" in a diplomatic language is a little difficult to accept, but in a political language, I can say yes. Why? We must understand that Kosovo has exhausted the entire process with the international factor and international law, I am talking about its citizenship. The concept on which Kosovo was built and the security in the region is based on freedoms and basic human rights, on the rights of ethnic groups and their coexistence, and not on the game of territories, as Serbia imposes on us. Finally, Kosovo is the only country from the former Yugoslavia, against which there is a decision of the International Court of Justice regarding the legality of the declaration of independence. This is where the Dialogue Process began in Brussels, because the Security Council decided to entrust the dialogue process to the EU in order to normalize relations between these two countries.
Elona Meço:Kur flisni pë riformatim të Procesit të Dialogut, çfarë duhet të ndodhë?
Ditmir Bushati:Flas për riformatim, sepse BE, minimalisht, duhet të ketë një qasje në bllok. Nuk e ka këtë. Le t’u kujtojmë njerëzve qasjen ne bllok që BE pati në rastin e Malit të Zi. Malit të Zi i miratoi një kusht, duke thënë se do ta njohë shkëputjen e Malit të Zi nga Federata vetëm në rast se në referendum do të votojnë më shumë se 55% e qytetarëve që jetojnë në Malin e Zi. Me votën përcaktuese të shqiptarëve kjo ndodhi dhe sot Mali i Zi është vend anëtar në NATO. Edhe në rastin e Kosovës, në rast se nuk ka një lëvizje nga 5-shja që nuk e njeh brenda BE-së dhe nga 4-shja që e nuk e njeh brenda NATO-s, është e kotë që të presim, që jo Aleksandër Vuçiç, por edhe demokrati më i nadh që të jetë në krye të Serbisë, ta njohë Kosovën.
Elona Meço:Pra hapin e parë duhet ta bëjë BE-ja?
Ditmir Bushati:Absolutisht! Hapin e parë duhet ta bëjë Bashkimi Europian.
Elona Meço:A zgjidhet kjo me sanksione, siç po ndodh tani me Kosovën? Apo të njëjtat duhet t’i vihen edhe Serbisë?
Ditmir Bushati:Ky ka qenë një nga gabimet më të mëdha që ka bërë BE, siç BE duhet të ishte më i kujdesshëm për të kuptuar ekzigjencat e rajonit tonë. Edhe kombinimi që, edhe përfaqësuesi i Politikës së Jashtme, edhe emisari për dialogun vijnë nga vende që nuk e kanë njohur Kosovën, nuk ishte një pikënisje e mirë për të ndërtuar një proces, ku palët kanë besueshmëri te kuadri mbi të cilën ata duhet tëoperojnë.
Elona Meço: Zoti Bushati, kam një pyetje pak të vështirë për ju. Ka qenë çështja e ndryshimit të kufijve mes Kosovës dhe Serbisë një nga çështjet për të cilat ju u ndatë me zotin Rama?
Ditmir Bushati: This is an overriding issue. My position is the same as what I advocated when I was in government.
Elona Meço: So you were against the exchange of territories and Mr. Rama was not against it?
Ditmir Bushati: Of course I was against it. I have stated my position while in office, why I was against it. Because it continues to remain one of the doctrines that orients politics in Serbia, ethnocentrism, territories, that is, that Serbs should live in as large a territory as possible. Meanwhile, the European security architecture, on which the West is based and I believe, is quite different. It is based on freedom and human rights, on multi-ethnic states and where minorities enjoy a special status.
