The Special Anti-corruption Commission proposed by the Socialist Party is currently at a crossroads, as long as the opposition has refused to be part of it. The official Democratic Party, through the Secretary for Public Relations, Edvin Kulluri, expresses that there is a doubt that there may be a cooperation of Rama with Reestablishment for the anti-corruption resolution of the SP. But despite these accusations, the socialists did not waste time and started working to make their initiative a reality. "SOT" newspaper provided the draft decision. Specifically, the document states that the Special Anti-corruption Commission will have 11 members, with an initial term of 10 months, and according to the draft decision published the day before the vote in the plenary session, the members will be the chairmen and vice-chairmen of the 4 permanent parliamentary committees. and those of the European Integration Council, while as sources for the "SOT" newspaper claim, the chairman of this commission is expected to be Fatmir Xhafaj. "In order to maintain the majority-minority ratio in accordance with the regulation, the effective use of the experience created since the beginning of the Reform in Justice, as well as ensuring the continuity of the work and the products of this process beyond the current legislature and throughout the scope of the negotiations with the European Union , the commission as a rule will consist of Chairmen and Deputy Chairmen of the Permanent Commissions: for Legal Affairs, Public Administration and Human Rights (2); for Economy and Finance (2); for European Affairs (2); for Education and Public Information Means (2); and the National Council of European Integration (2). The names of its members will be determined by the decision of the Assembly", the decision states.

Based on this decision, the members of this commission are 

1. Klotilda Bushka - Chairperson (SP), Dhurata Çupi (Tyli) - Vice Chairperson (DP) - From the Laws Commission;

2. Jorida Tabaku - Chairperson (PD), Etilda Gjonaj - Vice Chairperson (SP) - From the Economy Committee;

3. Flutura Açka - Chairperson (PD), Evis Kushi - Vice Chairperson (SP), - From the Education Commission;

4. Eduard Shalsi - Chairman (SP), Sorina Koti - Vice Chairman (DP) - From the Committee for Economy and Finance;

5. European Integration Council: Jorida Tabaku and Toni Gogu.

Meanwhile, the chairman of the committee is a representative of the parliamentary majority and the deputy chairman is a representative of the parliamentary minority.

Objektivi

Komisioni do zhvillojë veprimtarinë e tij në një afat kohor 10 mujor. Në rast nevoje, me kërkesë të arsyetuar të komisionit, Kuvendi mund të vendosë zgjatjen e afatit të ushtrimit të veprimtarisë së komisionit. Komisioni i Posaçëm ka për qëllim kryesor të tij të drejtojë e koordinojë një proces të thelluar reformimi, me synim:

1) përmirësimin dhe konsolidimin e praktikave të mirëqeverisjes në të gjitha nivelet,

2) thellimin e luftës kundër korrupsionit dhe

3) forcimin e mëtejshëm të zbatimit të ligjit, duke patur si udhërrëfyes gjetjet dhe rekomandimet e raporteve të Bashkimit Evropian dhe raportit Screening të Komisionit Evropian.

Në punën e komisionit, parashikohet të përfshihen edhe ndërkombëtarët. “Komisioni i Posaçëm për të garantuar një proces objektiv dhe në standardet më të mira ndërkombëtare dhe plotësisht në përputhje me rekomandimet e Bashkimit Evropian, fton ekspertizën më të mirë ndërkombëtare, domosdoshmërisht të aleatëve tanë strategjike, si Bashkimi Evropian dhe Shtetet e Bashkuara të Amerikës”, thuhet në dokument.

Grup pune me ekspertë ndërkombëtarë

Pranë Komisionit të Posaçëm,është parashikuar të ngrihet dhe funksionojë grupi i punës i ekspertëve vendas dhe ndërkombëtarë me përfaqësues të propozuar nga institucionet e drejtësisë, institucionet e pavarura dhe agjencitë ekzekutive ligjzbatuese, administrata publike, bota akademike, universitetet publike dhe jopublike, institute e organizata të shoqërisë civile dhe medias, si edhe organizata të sipërmarrjes. "Grupi i ekspertëve do të organizohet në 3 nëngrupe që do të angazhohen për 3 fushat e objektit të veprimtarisë së këtij komisioni. Ekspertët do të angazhohen në funksion të temave përkatëse, që lidhen me fushat e tyre të veprimtarisë në procesin e kryerjes së analizës dhe hartimin e Planit Kombëtar të Veprimit si dhe propozimin e masave përkatëse legjislative e institucionale”, thuhet në pr/vendim. Komisioni mund të ftojë për konsultime për çështje specifike edhe agjenci dhe ekspertë të tjerë vendas e ndërkombëtarë të mirënjohur në fushat përkatëse.

But as there are rumors that the commission is expected to rise in Thursday's plenary session, with the readiness of the majority to postpone the vote if the opposition wants time, the latter closed the doors of cooperation, and through Gazment Bardhi, still without being familiar with the draft decision declared that he will boycott it. In the meantime, it is learned that the resolution, that is, the document, has been updated by the governing socialist majority, after consulting with internationals. However, it remains to be seen in the following days what will happen more concretely.
