Metani: ILD handled 1715 complaints in 2022, 28 decisions for disciplinary investigation, 345 backlog complaints remained before 2020

The High Inspector of Justice, Artur Metani reported yesterday to the Law Commission on the activity of the ILD during 2022. Metani emphasized that in 2022 a total of 1715 complaints were handled, 534 of which were backlogged complaints. He announced that there are currently 345 backlogged complaints before 2020, while he expressed confidence that with the pace at which they are being handled, these complaints will be reviewed within 6 months. Meanwhile, Metani expressed his conviction that the complaints made during the years 2020-2021 will be dealt with by the end of the year. "In relation to the verification of complaints and the treatment, I want to clarify something because the figures are often confused. In 2020, when this institution was constituted, a large number of complaints were inherited from the previous KLD or the Prosecutor's Office and the Ministry of Justice. Unhandled complaints were due to the institutional vacuum. The number of income complaints was 2100. At the moment the work started, the number of complaints increased, where there were backlogs, and for this we created an order for the method to be followed, that is, we would deal with the old or the new ones. As we could not even leave the backward ones behind, but also the new ones as we have to respond to the public's trust", he said. For 2022, according to Metan, the number of remaining complaints was 2,678 complaints and the number of new complaints in 2022 was 789, in a total of 3,467 complaints," he said. Speaking about the results of the investigation and disciplinary proceedings for 2022, Metani announced that 28 decisions for disciplinary investigation were approved and 41 magistrates were investigated for alleged violations. "For 6 magistrates, 3 judges and 3 prosecutors have submitted requests for proceedings. For 22 magistrates, 20 judges and 2 prosecutors, the disciplinary investigation has been completed after the end of the magistrate's status, or because the evidence is insufficient. For 13 magistrates and 1 prosecutor, the procedures are in process. For three requests, ILD has requested 1 dismissal from office, 1 suspension from office, and 1 public notice.
