OSCE-ODIHR has published its final report regarding the organization and conduct of the local elections of May 14 of this year.
The OSCE concluded that there were generally no problems in terms of administration and competition, while underlining the deep division of the opposition.
The elections "were generally well-administered, competitive and held with the participation of the main political forces, but the process was characterized by continued polarization between the main political parties and deep divisions within the opposition," the report says.
The report said that mayoral candidates could freely invite their constituents to vote, but issues important to local communities had a limited role in the campaign.
The report also states that there are cases of abuse of state resources, pressure on public sector employees and voters, as well as allegations of vote buying, which the report describes as "disturbing".
"Cases of misuse of state resources at the central and local levels, allegations of pressure on public sector employees and voters, and allegations of vote buying were disturbing," the report said.
As for the counting process, it is generally considered positive.
