262 officials and civil servants were criminally prosecuted for corrupt activities during 2022, of which 201 were charged and 187 were sent for trial. This was the essence of the 2022 report on the activity of Albania's prosecutors' offices, material that was presented yesterday by the Prosecutor General Olsian Çela to the Commission for Legal Affairs, Public Administration and Human Rights. In his speech before the deputies who are members of this commission, the chief prosecutor Çela emphasized that 2022 has seen an increase in the investigative activity of the country's prosecutor's offices in the fight against state corruption with galloping figures compared to 2021 (114.9% more defendants sent for trial . In this category, 58 people were caught red-handed and 22 were convicted of money laundering. As for the overall picture, Çela underlined that order and security is the category against which the most criminal offenses were committed (29.45%). The fight against corruption, 3.7 times more convicted than in 2021.
For criminal offenses of corruption under the jurisdiction of general jurisdiction prosecutors, effectiveness continues to be significantly high, 91.35% of cases have been sent for trial and 8.65% of cases have been dismissed. 262 criminal proceedings with 201 defendants were registered and 169 proceedings with 187 defendants were sent for trial, or compared to 2021 with a 162% increase in the number of registered proceedings, and with a 212.9% increase in the number of proceedings and a 114.9% increase of the number of defendants sent for trial for these criminal offenses, as well as an increase of over 3.7 times (from 19 to 91) in the number of persons convicted of criminal offenses against corruption.

Prosecutors have increased the active role in conducting proactive investigations and/or using special investigation tools in 61 criminal proceedings for criminal offenses of corruption and related to the duty or with a 3.3% increase in the number of these proceedings compared to 2021. These processes have led to the red-handed arrest or detention of 58 persons suspected of committing criminal offenses under the competence of prosecutors with general jurisdiction or compared to 2021 with a 45% increase in the number of persons arrested red-handed or detained for this criminal group.
Corruption at high levels, 30 proceedings received by SPAK
Out of 61 referrals/criminal proceedings transferred from the prosecution offices of general jurisdiction and accepted by the Special Prosecutor's Office, 30 criminal proceedings were registered for offenses related to corruption at high levels or criminal offenses related to the duties transferred for competence and accepted by the Special Prosecutor's Office for this period.
Money laundering, 22 convicted in 2022
In 2022, only for the criminal offense of money laundering according to Article 287 of the Penal Code -16 proceedings with 19 defendants were sent for trial, and -22 people were convicted. These indicators, compared to 2021, have a 60% increase (from 10 to 16) in the number of proceedings and a 90% increase (from 10 to 19) in the number of defendants sent for trial, as well as a 120% increase (from 10 to 22) of the number of persons convicted for this criminal offense.
Crimes against security and order dominate in Albania
Among the group of criminal offenses with the highest number of registered proceedings, it is evident that -criminal offenses against public order and security constitute the highest number of registered criminal proceedings with 29.45% of the total number of registered proceedings, which has a decrease of 7.53 % compared to the year 2021. The criminal offenses of property theft constitute 26.16% of the total number of registered proceedings, which have decreased by 14.87% compared to the year 2021; -criminal offenses against children, marriage and family by 6.08%, which have an increase of 4.89% compared to 2021; - criminal offenses that violate the legal regime of land by 5.05%, which have a 33.62% decrease in the number of registered proceedings compared to 2021;
