Minister Ervin Mete reacts to the S&P report for Albania

The Minister of Economy and Finance, Ervin Mete, has reacted after the announcement of this ministry, according to which, "S&P revises Albania's perspective from "Stable" to "Positive", as well as confirms the rating 'B+'".

Through a reaction on Facebook, Mete says that this improvement opens up new opportunities for investment and economic development.

He added that this improvement also serves as a sign of confidence from the international community in the economic stability and growth potential of the Albanian economy.

????Good news, the upward revision of the international rating agency Standard&Poor's, from a "stable" to a "positive" perspective, confirming the B+ rating.

????This rating improvement, after almost 7 years, serves banks and investors, as well as businesses inside and outside the country to assess Albania's creditworthiness, thus having an impact on reducing borrowing costs.

????It is an indicator of strengthening the sustainability of public finances, prudent fiscal management and positive efforts in the pursuit of structural reforms and European integration.

???????This improvement increases Albania's position in the global financial markets and opens new opportunities for investment and economic development.

Announcement of the Ministry of Economy and Finance:

S&P revises Albania's outlook from "Stable" to "Positive", and confirms the "B+" rating

On September 22, 2023, the international rating agency Standard & Poor's (S&P) has revised upward its perspective for Albania from "stable perspective", now to "positive perspective". At the same time, the agency has re-confirmed the assessment of the country at "B+".

“Perspektiva pozitive” sipas agjencisë pasqyron pikëpamjen e saj se parametrat fiskale të vendit do të vijojnë të përmirësohen përtej pritshmërive të agjencisë, nëpërmjet përpjekjeve të qeverisë për të konsoliduar financat publike. Për më tepër, pavarësisht një ngadalësimi të partnerit kryesor tregtar të vendit, BE-së, agjencia parashikon që parametrat e pozicionit të jashtëm të Shqipërisë mund të përmirësohen më shumë se ç’pritej, ndërsa ekonomia globale rimëkëmbet dhe sektori shqiptar i turizmit vazhdon të zgjerohet.

Agjencia parashikon se pas një moderimi të rritjes për këtë vit në 3%, kryesisht për shkak të kërkesës së huaj më të ulët nga Evropa, rritja pritet të rimarrë shpejtësi pas vitit aktual 2023, duke u mbështetur edhe në lehtësimin e kushteve financiare dhe rritjen e aktivitetit ekonomik global.

Agjencia thekson se vitet e fundit, Shqipëria është përballur me një sërë goditjesh, përfshirë një tërmet në vitin 2019. Pavarësisht kësaj, qeveria ka bërë përpjekje të forta për të konsoliduar financat publike. Si rezultat, agjencia pret që defiçiti buxhetor të konvergojë në rreth 2% të PBB deri në vitin 2026 dhe borxhi publik të reduktohet në 58.3% në 2026 nga 64.5% që rezultoi në 2022, duke qenë në përputhje me rregullat fiskale të balancës primare dhe të reduktimit të borxhit publik të përcaktuara në Ligjin Organik të Buxhetit (OBL). Megjithatë, agjencia vëren se konsolidimi fiskal do të varet edhe nga rimëkëmbja e qëndrueshme e rritjes ekonomike dhe vijimësia e reformave strukturore.

The agency notes that inflation has fallen, reaching 4% in August, down significantly from 7.2% in January, and it predicts that inflation will average 4.7% for 2023, then gradually decline to targeted at 3%, also thanks to the strengthening of the lek.

Given Albania's lack of bilateral and geographical disputes, its strong domestic support for the EU and the government's parliamentary majority, which facilitates the passage of reforms, the agency believes the country is well-positioned to advance its bid for EU membership, without major external obstacles.
