PD MP Edmond Spaho addressed Minister Manja from the floor of the parliament, whom he described as a "barker", while he asked them to make a bet together after the latter asked him to vote for the law on the authority of files.

Spaho addressed Manja saying that tomorrow he will go to withdraw the certificate from the Files Authority, while asking him if he would give up his deputyship if he brought it to the assembly.

"A well-known gentleman has divided men into three categories, men, half men, men and barkers, one of them is Ulsi. Ulsi does this job very well. Let him speak, he made the insinuation so that he would slip and not go to court. That's how manly he is. I have voted for the law, so that you know Ulsi, about the files in 2008, which you rejected in the Constitutional Court. Someone other than me showed that law voter.
