The High Representative of the EU, Josep Borrell, has submitted the report he drew up on the punitive measures against Kosovo to the member states of the Union, on the basis of which it will be decided whether the measures will be removed from Kosovo or not. But it is not known what Borrell recommended in this report.

The spokesperson of the EU, Peter Stano, has confirmed to the media that the chief diplomat Borrell has already sent the report on the measures against Kosovo to the EU states, adding that the content will not be discussed in public since it is an "internal report".

"The report of the High Representative has been submitted to the member states. They will now have a discussion on measures towards Kosovo based on this report. The report is internal and made for the member states, so we will not discuss its content in public," said Stano.

After Kosovo organized the referendum in the northern municipalities of the country as the last condition that was fulfilled by the Bratislava agreement, which was agreed between the deputy prime minister Besnik Bislimi and the emissary for dialogue, Miroslav Lajçak, Borrell started drafting this report. The agreement was to escalate the situation.

As Stano had said earlier, this report also includes the latest action of the Kosovo authorities to close the branches of the so-called Postal Savings Bank of Serbia in Kosovo.

In June of last year, the EU imposed punitive measures against Kosovo due to tensions in the north of the country. Tensions in the north had erupted in May of last year when the Kosovo Police helped the Albanian mayors of the municipalities of Zveçan, Zubin Potok and Leposaviq to settle in the municipal facilities. Meanwhile, they culminated on May 29, when the local Serbs clashed with the soldiers of the NATO mission in Kosovo, KFOR.
