Tensions with Belgrade, Escobar issues a strong appeal to Kosovo: Without a solution, there will be a continuous crisis

The envoy of the United States for the Western Balkans, Gabriel Escobar, has said that Kosovo has an obligation to form the Association of municipalities with a Serbian majority and if this issue is not resolved, there will be a continuous cycle of crisis.

"I think that the Government in Pristina should see this issue as an opportunity. There are models in Europe that ensure rights for minorities. And they are already in the European Union. There are ways to create opportunities for both countries."

He made these statements in a discussion organized by the Atlantic Council, an American institute based in Washington.
Asked if there are deadlines for the formation of the Association, he said that this matter should be completed as soon as possible.

"The frozen conflict does not help anyone in the region. This is the only such conflict in Central Europe".

Kosovo and Serbia have reached agreement on the Association in 2013 and then in 2015 on the principles for its establishment.

In 2015, the Constitutional Court of Kosovo found that the agreement is not in full harmony with the Constitution. Serbia demands that Kosovo implement the agreements reached, but the Government of Kosovo has declared against a mono-ethnic association.

Escobar has said that Russia's war in Ukraine has only increased Washington's focus on the Western Balkans to resolve all existing disagreements. Regarding the agreement between Kosovo and Serbia on the license plate issue, Escobar said that it was important for reducing tensions.

“Në vend të fokusimit në çështjet individuale që rrisin tensionet, palët duhet të angazhohen në dialogun e ndërmjetësuar nga Bashkimi Evropian”.
Ai ka thënë se SHBA-ja nuk do ta marrë drejtimin e dialogut, sepse e kaluara ka treguar që bashkëpunimi me BE-në ka rezultuar i suksesshëm për të trajtuar disa çështje në të kaluarën.

Tensionet mes Kosovës dhe Serbisë kanë qenë të larta qysh në verë, për shkak të një vendimi të Qeverisë së Kosovës për riregjistrimin e makinave me targa serbe në RKS – Republika e Kosovës.

Në muajin nëntor, dy vendet kanë arritur marrëveshje nën ndërmjetësim të Bashkimit Evropian. Marrëveshja parasheh që Kosova të pezullojë planin për riregjistrim të makinave dhe që Serbia të mos lëshojë më targa serbe për qytetarët në Kosovë.

Sa i përket rajonit, ai ka lavdëruar Shqipërinë dhe Maqedoninë e Veriut në kryerjen e reformave për rrugën drejt anëtarësimit në BE. Ai ka konsideruar se Mali i Zi është në krizë të thellë kushtetuese, andaj duhet mbajtur sa më shpejt zgjedhjet e reja.

Kur ka folur për Bosnje-Hercegovinën, ai ka thënë se SHBA-ja përkrah plotësisht rolin e Përfaqësuesit të Lartë, Christian Schmidt për zbatimin e Marrëveshjes së Dejtonit. Marrëveshja e Dejtonit i ka dhënë fund luftës në Bosnje, në vitet 1990.

Escobar ka thënë se problemi kryesor në Ballkan është korrupsioni dhe se autoritetet amerikane do të vazhdojnë sanksionimin e zyrtarëve në Ballkan që janë të përfshirë në të.

Asked about the Open Balkans, he said that the US supports any initiative that helps in regional economic cooperation, but only when all six countries are members of those initiatives and when they are treated equally.

Escobar also welcomed the return of commitment to the Berlin Process, and said that he expects the implementation of the agreements reached at the last meeting. The agreements deal with the mutual recognition of identity cards, university degrees and professional qualifications.

Signed agreements must first be ratified before entering into force.

The Berlin Process was created in 2014 as a platform for all the states of the Western Balkans - Kosovo, Albania, Bosnia and Herzegovina, Montenegro, North Macedonia and Serbia - to accelerate their rapprochement with the EU./REL
